Therefore, the domestic market which is highly liberal and international has encountered much more competition; especially in the engineering management industry. The electric and machinery construction factories in Taiwan still has some competitive advantages in the field of high level construction, such as electronics, biotechnology and the building of clean room factories. In the past, the construction department just focused on the construction managements and paid less attention to plan managements. By the new construction of high technology factories, the intellectual property and trade secret have become very important. By way of analyzing the case study of cost management, the study has showed the effects of cost on construction project management and intellectual management. The suggested management solutions in this study can help the project processing control and prevent the intellectual property tort in the early of project planning and executing. It also helps the project manager to solve the problems and make the best decision in time.
