Summary:碩士 === 立德大學 === 科技管理研究所 === 96 === Operation Risk Mangagement(ORM)is an effective move, method and secondary tool to preserve resources.ORM is not a complicated procedure, but is a new element which shoultd be intergrated into the planning and execution operation.The promotion of the ORM effectiveness can identify the accidental and stragetic risks.However, due to the continuous flight safety incidents, it’s an important topic to improve aviation safety and reduce human hazard and facility loss by studying previous accidents, experiences, cases and applying modern ORM measures.Base an the implementing ORM and the internal ORM tool (drill list) in the aviation organization,the ORM research would focus on the analysis of 5M model concept and seek for the main part of the whole ORM system concept and procedure, and, with the time,canstraint expect to promote the effectiveness of executing ORM steps in the aviation organization without neglecting the other affected factors.The result of the assessment shows that the ORM steps, measures and secondary tool of the effective application of the Risk idenfication, the risk assessment, the controlling items, the decision, the execution, the supervision, and the reviews could help the organization and personnel to proceed risk mamagement while carrying ourt flight safety.This research will also find out the potential flight risk factors in advance, the human and loss and preserve our nation’s combat capability.
