It represents the national power which is one of the important indicators of weighing a degree of industrial development in a region or country too. Therefore, the advanced country or developing country of industry develops the steel industry actively.In a situation that the price of the original supplies will rise continuously in 2008, the steel manufacturer faces the strongly competitive pressure. The policymakers of enterprises require a lot of good information to help make decision. At this moment, a method of objectively performance is more important. Fuzzy DEA is a main method in this study. DEA evaluate performance nineteen steel manufacturers which lie in carbon steel supply chain in Taiwan. The Grey Relational Analysis is utilized to choose input and output variables influencing the steel industry (carbon steel supply the chain) more. Then, the input and output variables which are accurate in traditional DEA are transformed into interval value with triangular fuzzy number. The variables will change to correspond with reality even more, and the Fuzzy DEA is employed to analyze the performance of steel manufacturers. The conclusion of study will be more objective. The result of study shows: 1. The input variables which influence the chief performance of steel manufacturer (carbon steel supply chain) are Raw Materials and WIP, Operating Expenses and Wages, and the output parameters are EPS and Net Income. 2. The relative performance of the steel manufacturers from 2002 to 2006 is ranked: China Steel = Chin Lien>Tycoons>Hsin Kuang>China Metal>Chia Ta>Mayer>Feng Hsin>Wei Chih>Yieh-Hsing>Sysco>Yieh Phui>China Steel Structure>Kao Hsing Chang>Tung Ho>Chung Hung>Quintain Steel>Chun Yuan Steel>Chun Yu. 3. According to the steel manufacturers’ analysis from upstream to downstream, the sequence of upstream steel manufacturers is as follow: China Steel >Sysco>Yieh Phui >Kao Hsing Chang>Chung Hung and the downstream steel manufacturer’s ranking: Chin Lien>Tycoons>Hsin Kuang>China Metal>Chia Ta>Mayer>Feng Hsin>Wei Chih>Yieh-Hsing>China Steel Structure>Tung Ho>Quintain Steel>Chun Yuan Steel>Chun Yu.
