The first step to the success of a project is to ensure the quality of the procurement process. This research explores and analyzes the delivery methods used in private colleges and universities, in order to determine the most feasible modes in choosing a delivery method in which price is not the only consideration, so that qualified manufacturers, or bidders, can compete with each other and vicious contentions can therefore be avoided. The research intends to provide a more reliable and trustworthy reference for private schools when they call for tenders so that the quality of the contracting process can be improved. Hence, the purpose of this research is to understand how private schools’ construction projects are bid, to discover what factors are considered and how much weight is placed on each factor, and finally to construct a project-bidding mode. This research used analytic hierarchy process (AHP), and habitual domains (HD) to discuss the three considerations in how private colleges and universities selected a contractor under the principle of the most advantageous tender: qualification ability, technical ability, and management ability. Ten relevant criteria were established, based on which an analysis model was constructed. Then, close questionnaires were used to survey relevant experts and scholars. The survey results were analyzed statistically under Expert Choice 2000 to objectively quantify the subjective ideas, in order to form a reasonable hierarchical structure that could best reflect how private colleges and universities would select a construction contractor. The results indicated that, among the three considerations on the second level, experts put the greatest emphasis on technical ability, secondly on qualification ability, and finally on management ability. Among the ten criteria on the third level, the descending order of the weight was: quality (0.326), technical ability (0.191), construction quality demonstrated a certain level of significance in evaluating which would constitute the most advantageous tender, and the constructor’s technical ability tended to have a direct impact on construction quality. The two factors account for more than 50% of the weight. In other words, the schools should invest more efforts in analyzing factors that could influence the construction quality and find ways to enhance quality from the perception of the legal system or real practice.
