For protecting the whole nations’ health, Tobacco Hazard Control Acts proclaimed legal rules in detail such as promotion and advertisement of cigarette, control of markets and consumers, regulations to smokers’ age and place where smoking is allowed, the warning to heath, warnings of nicotine and tar quantity, the consultation about smoking cessation and education in practice in March, 1997. However, domestic relevant studies indicate that the population of smoking and consuming of cigarette do not reduce. Since some claims of the original Acts are difficult to execute and cannot completely fit the legislation spirit, Tobacco Hazard Control Acts are corrected in 11th July, 2007. And the Acts will be executed 18 months after announcement to slow down the domestic smoking population increasing. In the other hand, Bureau of Health Promotion, Department of Health, R. O. C., plans to legislate “Welfare donation of tobacco products for health” form $10 NTD up to $45 NTD per pack in order to stop arising smoking youth population. In a opposite point of view, to deal with impact to cigarette selling brought by relevant Acts, cigarette companies make efforts on diversified offering channels and various design by promoting the quality and packing of cigarette. Tobacco industry hope these actions could maintain sales amount. The purpose of this study is to understand vocational high school students in the esthesis and attitude of cigarette consuming and the affections of smoking. The objects of this study are 642 vocational high school students in Taipei. Applied researching tools are structural questionnaires designed by the author. Here are some outcomes: The smoking prevalence rate and the smoking experience rate of vocational high school students are 12.3% and 33.2% respectively. Motivations for them to begin and continue smoking are mostly curiosity, boredom and pressure relief. The brand of most frequently consumed cigarette is MILD SEVEN. Factors of cigarette consuming esthesis of students are characters of social population theory, society environment, smoking behavior and attitude of parents and companions and the tobacco products. Results of this study could be the reference of high school students’ guidance and management.
