碩士 === 華梵大學 === 建築學系碩士班 === 97 === Based on the urban policy, developing special district through zone expropriation is one of strategies that the government adopts to improve the quality of living environment. Combining with special district for university is always widely accepted by citizens. Landscape in Taipei university special district now is moving to maturity. The period of development had lasted 15 years from 1991 that the plan of special district was promulgated to the fiscal year of 2006. This study probed into different phases of zone expropriation process and issues that development units confronted. Development background and process of Taipei University special district would be explored through the discussion of interaction and affection between participants. The potential problem of zone expropriation system can not be overlook though the system has adopted for developing special districts for years by the government. This study found that heavy interest burden from long-term development in Taipei University specific district impacted its financial statement and the success or failure of development. The main reason for the delay is the coordination between local and central government, and the marketing of pay-for-land affects the balance of finance. Hence, the government should take the market into consideration and establish risk management mechanism when process development.
