Starting from January, 1995, the plans include “The Plan for Developing Taiwan as an Asia-pacific Regional Operations Center” in 1995, “Global Logistics Management Plan” in 2000, “Challenge 2008 National Development Plan-Operations Headquarters” in 2002 and “Free Trade Zone” in 2005. But for many years the results is limited. In this study, at first, we analyzed the port logistics of Asia Pacific Zone and Kaoshiung. Next, we applied SWOT analysis to find factors of the development of port logistics in Kaohsiung. According to the group of experts, we can find out the key factors of three terms, including short-term, mid-term and long-term. When we own the key factors of three different terms, we can apply TOWS matrix to plan the developmental strategies in each term. After the group of experts evaluated the key factors, we can obtain the possibility which the strategies are implemented in the future. Then consider the continuities which are between short-term and mid-term, mid-term and long-term. At last, to combine the different strategies in the three terms, and to count the robust index of the combinational strategy. According to the robust strategic planning method, this study can find the most robust developmental strategic in the three terms. In short-term, Kaohsiung port should amend the laws of Free Trade Zone, and keep on simplifying the customs clearance then the industries can enter the Free Trade Zone . In mid-term, it should attract the correlative industries to enter the Free Trade Zone, make the economical activities lively, and increase external benefits. In long-term, it should become a Free Trade Zone which is zero tariff, and make global industries come to invest, which means that this combinational strategy is the best way to increase the comp of the port logistics of Kaoshiung. 鄧振源 2008 學位論文 ; thesis 0 zh-TW |
