They should coordinate with the innovative, quality and efficient ideas, mindset of reengineering the organizations and combine with folk developing strength in order to minimize the impact due to the promotion of public productive enterprise. This case study of the public productive enterprise is management on a commission basis in order to maximize the local economic benefit. The economic benefit is an important factor for sustainable operation of public productive enterprise. Besides, this study attempts to establish the index for public services. With the core idea and objective of BSC, the achievement of the relevant policy and perspective will be promoted in order to pursue the benefit maximization of the organizations. The performance index introduced by BSC becomes a common practice. The public departments should not be excluded. With the introduction of BSC performance index, it did not only focus on traditional financial index, but also the non-financial index such as the satisfaction of citizens, internal workflow, learning and development of employee will also be considered in order to build an intact performance assessment system. The results of relevant study are summarized below: 1. It helps to clarify the perspective, mission and strategic topics. 2. Coordinate and resolve a major or controversial item. 3. Master the progress of BSC fully. The BSC idea and infrastructure should be established in normal day to implement internal performance assessment mechanism in order to cooperate with government using BSC to conduct performance audit. Finally, this study has established strategic target and performance index.
