The statistics from Ministry of Tourism Bureau show that the pre opening hotels will be having a substantial increase in the next three years. One of the reasons could be the frequent cross-strait economic interaction and the increasing of sightseeing passenger. Many enterprises have joined (or intend to join) the hospitality industry mainly due to the activation of business assets, to extend enterprise diversification, or to learn the key factory of the service industry. This Research of the Hotel Development Indicator consists of five Indicators which were the potential and limitations of the hotel site location indicators, the market supply and demand indicators, hotel planning and execution indicators, risk assessment indicators and financial assessment indicators. And also the scope of the research has covered the 7 different experts which involved the different hotel development process. The research was done by introducing the expert interviews whom we invited from the hotel industry, government, academia, and other related scholars to build the hotel development indicators thoroughly by the exchange of experience and literature studies. Besides, the research using the five indicators which included the different dimensions to extract 25 measure factors and the establishment of objectives level to design questionnaire. The study invited 44 experts and scholars to complete the statistical analysis of the important ranking of Hotel Development Indicators through the empirical method, by utilizing the Analytic Hierarchy Process Method. Conclusion of the study has shown that all the experts agreed with the most important indicator would be the Financial Assessment Indicators which is the share of 23.7%. The secondary was the market supply and demand indicators which is the share of 22.3%, the third was risk assessment indicators which is the share of 18.5%, the fourth was potential and limitations of the hotel site location indicators which was the share of 17.8%, the last indicators was hotel planning and execution indicators which was the share of 17.7%. There are six conclusions which come from different indicator dimensions and expert analysis in order to provide the implementation of hotel development on the practical recommendations. The research expects have provided initial assessment of the hotel investment. 1.Five indicators have to be considered comprehensively when the developer evaluates the hotel development project. 2.Five indicators dimensions appear in the different stage of the hotel development project which did not mean the order of importance. We suggest using the indicators as a check points at the various stages of hotel development. 3.According to the long term period of hotel development which involved in the huge development funds, the financial forecast should be conservatively estimated. We suggest taking advantage of financial sensitivity analysis and risk analysis in order to reduce the uncertainty. 4.It is better that the hotel operation team to participate in the hotel planning stage in order to avoid the hotel design being out of line and causing loss. 5.Five indicators link to each other and show the dynamic processes. We suggest systematic assessment of hotel development to bring the success. 6.Good connection of the experts in the various hotel developments stage enforces the efficient hotel project execution.
