The higher education of Mainland China has already been developed into the masses type from the elite type. But there are still nearly 4 million of high school graduates fail to enter the university in Mainland China every year. It could solve in a certain way the imbalance problems of supply and demand of Taiwan higher education market, suppose that Taiwan government accepts students of Mainland China to study in Taiwan. This study focuses on university students' opinions towards liberalization of cross-strait higher education market by questionnaire survey. The study shows that the majority of students agree to liberalize the cross-strait higher education market. The majority of Taiwanese students are unwilling to go to study in Mainland China, but the majority of Mainland China students are willing to go to study in Taiwan. Concerning opinions of environmental impact after liberalization of the cross-strait higher education market, students from both sides all agree that this policy could promote friendly exchanges and teaching quality, expanding academic researches and personnel relationships. They also think that there could be more malicious competition in higher education market, and it would raise the competition in the job market. The majority of Taiwan’s students estimate that some universities could not enroll sufficient new students from Mainland China and thus impossible to alleviate the pressure of higher education recruitment, but the majority of Mainland China’s students have opposite opinions. Students from Mainland China have a good impression on Taiwan university academic environments, but Taiwan students have a negative view on education style and academic freedom of Mainland China universities in general. In accordance with this study, the suggestion is as follows: first, respect the academic freedom; second, return to the market system; third, strengthen multimedia marketing.
