碩士 === 輔仁大學 === 管理學研究所 === 96 === The cell-phone is an essential product in people’s life. It’s also a shortcut and simple tool for linking up human communication. Nowadays the global cell-phone user is more than 1 billion population worldwide and total shipment has reached to 11.4 billion a year. However, in point of cell-phone manufacturing industry, material cost rising, inflation, exchange rate revaluation already dilute the original profit. Given this competitive environment, how to construct a perfect procurement system model for evaluating all procurement circulation procedures for cell phone manufacturing factory is extremely important. The purpose of this research is to study the performance evaluation system of procurement circulation of cell phone industry. This research is planned a three-stage process to construct a performance evaluation system for procurement circulation: 1. preliminary indicator set up, 2. indicator revision, and 3. model construction. This study comprises five dimensions, namely financial performance, knowledge management, operation management, learning and growth, and flexibility. The five dimensions breakdown into 14 strategy subjects and 63 key performance indicators. 4 of 63 key indicators connection are existed in different dimensions and strategy subjects. This research adopts the analytical network process (ANP) to calculate the weights of each dimensions, strategy subjects and key performance indicators. Herewith the performance evaluation system is established. In order to have more solid utilization value, this research adopts three cell-phone manufacturing companies as the study objects and examples. Using this model to inspect the performance of each dimensions and indicators, finally collecting the analysis result and report to policy marker for strategy making reference.
