Students rely to great extent their interaction with peers on the Internet. Due to the open and closed characteristics of the Internet, which includes anonymity, virtuality, and convenience, students can browse and collect information they need instantly, meeting their curiosity need to know more about the world and extending their life learning fields. Questionnaire survey is adopted in this thesis and the object is the students from 12 senior and vocational high schools in Yilan County in order to analyze and realize students’ network use motivation, the network use behavior and the effect on the peer relation. The total copies of questionnaire are 1292, and the returned valid questionnaires are 1258.The purposes of this thesis are to understand the students’ network use motivation in Yilan County’s high school and vocational school. Second, understand the students’ network use behavior in Yilan County’s high school and vocational school. Third, discuss the effects of peer group on the network use motivation and the network use behavior. Fourth, based upon the research findings, the suggestions and references to family, school, the society in the view of young people network using, the deviation behavior education or the counseling will be made. According to the research result, most students have been using the Internet for more than 3 years, and the most common places for Internet use are their own homes or their classmates’. On average they use the Internet three to four days a week, and the most frequent time period is from 20:00 to 24:00. More than half of the students use the Internet to download software, search for information, play online games, have online chats, and check emails. Besides, students spend no more than 2 hours each time of their Internet using. The reason is that with academic pressure they aren’t able to spend too much time on Internet using. The more time students spend on Internet using, the higher their motivation is. In addition, motivation in Internet use is closely related to their peer relationship. The management guidelines of the result are that schools and families can work together to promote students’ self-effectiveness in using the Internet. Also, we can teach students the right approach to using the Internet through education and positive promotion.
