The volunteering system has been booming and adopted by various fields of society in order to enhance unit’service quality, strengthen work efficiency as well as enlarge civil society’participation. In the past, volunteers in Taiwan used to be devoted themselves to different kinds of social works through their personal time and passion. Such kinds of voluntary services were normally no-paid; therefore, volunteers wouldn’t be asked for high service level or expected for more dedication to organizations. However, under this circumstance voluntary services system easily became formal and empty. Besides, it was also lack of coordination and integration between organizations and units which led to manpower-consuming and no standards of service quality. In order to operate organized voluntary services, “Voluntary Services Law” was passed under the cooperation of government and legislators in 2001, in which the management of volunteers was regulated. All voluntary services organizations should open volunteering training courses to improve quality of volunteers. According to the “Voluntary Services Law”, volunteers, who are asked to obey all volunteering rules, cannot act freely as before. Consequently, this leads to the side effect of volunteering such as less passion of volunteers, inflexibility work model and decreasing participation motivations. In this research, volunteering motivations will be explored. To let volunteers be devoted to organizations and works, the management of volunteering should be fulfilled on the one hand; on the other hand, the working environment should be pleasant so as that volunteers will be happy to help others. To sum up, volunteers management and training systems should be completed together with comprehensive and teaming concepts can be borne in mind by volunteers. The volunteering motivations and reasons of volunteers’ continuous working inspiration, together with their relationship and efficient alternatives will be analyzed in this dissertation. In addition, the fully understanding of volunteering organization and operation, the reasons why volunteers keep to devoting, and how to solve decreasing number of volunteers as well as dysfunctional volunteering operation will be addressed as well. 張世杰 2007 學位論文 ; thesis 136 zh-TW
