In general, each administrative organization has its specific management area and responsibility. In the case of the Sun Moon Lake, as the main objective was for power generation in the past, so the Department of Economic Affairs subordinated the major management responsibility for the water area to the Taipower. Then, the Nantou County Government had the management responsibility for the land area.
After the 921 earthquake in 1999, the Sun Moon Lake became a national scenic area with an enlarged area and a shift from the single power generation objective to a multi-objective management framework involving more agencies from all levels of government. Therefore, sever organizational conflicts are observed among agencies with different objectives and management responsibilities. Thus, the past management framework will be no longer suitable for the future development of the Sun Moon Lake.
The purposes of the study are to understand the importance of the management framework to the future development of the Sun Moon Lake and to discuss the problems brought up by the observed organizational conflicts. First, this study was aimed to find out the conflict perceptions from the personnel in various agencies which have management responsibility of the Sun Moon Lake. Then, a comparison was made with regard to the differences, strengths from personnel’s conflict perceptions. Finally, conclusions draw from this study may provide suggestions regarding how to restructure the management framework in order to increase management efficiency by reducing organizational conflicts.
