According to the research findings, conclusions and suggestions were proposed to provide contributions and references for follow-up studies. Expert interview was conducted. A total of 41 valid responses were collected. From these responses, the following conclusions were derived: 1.Implementation of TDR can only benefit acquisition of reserved lands for public facilities and preservation of historic sites. 2.The current TDR program has not been fully developed. The value assessment system should be improved to calculate the value of floor area to be transferred by market price, so as to compensate the loss of owners of reserved lands for public facilities. Acquiring reserved lands for public facilities through TDR would marginalize the TDR of historic sites and also violate the spirit of TDR control. It is necessary to construct a sound TDR disclosure system to avoid information asymmetry and disputes between TDR buyers and sellers. The government should also incorporate value assessment system into the disclosure system and assist impartial and objective land agencies to provide information about TDR buyers and sellers. Therefore, TDR transactions can be more successful. 3.TDR receiving areas can enhance the land use intensity, increase local economic activities, and induce real estate trading. However, it will also seriously affect the living environment in many aspects. For instance, it may increase traffic flow, decrease service quality of public facilities in the neighborhood, undermine fire safety and urban fire programs, and reduce light exposure and ventilation. 4.As to the potential effects of TDR on surrounding areas, many experts and scholars interviewed mentioned it is necessary to first evaluate the environmental impact of the receiving areas, so as to avoid its impact on the service quality of public facilities. Besides, civil participation mechanisms should be included in the system, allowing the affected residents to properly express and understand the level of such impact. The TDR program brings more benefits to land developers. It is obviously not fair if they are not required to pay extra costs. The experts and scholars interviewed proposed that land developers should share partial cost of public facilities and transfer the additional floor area to under-developed districts during overall review. 5.In Taichung, since the implementation of TDR in 2005, affected by the development of the Central Taiwan Central Park, magnetic effect of High-Speed Rail, and launch of many constructions in the new city administration center, 56.59% of the new receiving areas concentrate in the seventh land consideration district. In recent years, the number of new households in this district has increased drastically. However, according to the prediction of the public facility service quality, the service quality value has been on the decrease. Therefore, the impact of TDR on the environment is really significant.
