Due to the external environment vicissitude and the less and less competitiveness for the factory which results from the obsolete facility in the industrial district or unused vacancy, how to draw up the most suitable renewal proposal should be an important topic for the authority at this moment. However, the current majority the authority focus on is the transfer for the obligation. In fact, not only the renewing for the single building we need to emphasize on the renewal project but also the goals for the long term such as the compatibility between the construction and area nearby, environment issue, utilization for the public area and so on. Therefore, without the enhancement and improvement for the basic construction of the industrial district above, it is almost impossible to create more advantages for any factory and industry. Simultaneously,we also do the research and the data collection of Japanese second kind of metropolis renewal project including the law, system and technology. This research indicates the management, design and plan for the industrial district after renew. We also consider the change for whole environment to extend the research besides discussing the renewing for the construction. For example, how do we judge if we need to keep the original function of industrial use for the factory or do we need to switch? How to increase the efficiency? How to attract more people and more investments by adding the equipment and improving the transportation system? How to link the manpower from the government and the folk organization to cooperate together? Therefore, this research will start on the regulatory policy and the related law of renewal from the literature review of industrial district and then to analyze the future development and the renewal tendency by date collection. As the trend for the development of future industrial district, the improvement of technology, we need to upgrade the industrial district to be more compatible and flexible. The expectancy we have for our research is as follows. First, we attach more topics related to the industrial area for city renewal. Second, we establish the rule of the effective execution for the public and private departments to achieve the anticipated achievement. Third, we plan the improvement for the fundamental construction for industrial district renewal to increase industry’s competitive advantage or the performance.
