Space is to be used, it’s passive. The main purpose of space reuse is to look for a slim chance of survival for certain valuable unoccupied space. It’s also a way to form each culture by putting human behavior in time and space. This research has analyze the reuse of Chung Sing Village into “Orientation”, “ Space Planning” and “ Operating Management” summarizing by the results of interviews and survey from specialists: 1. Orientation: The original functionality and business of Chung Sing Village has been hugely reducing by organization adjustment and amalgamation because of prvince government simplifization. Therefore, it’s necessary of re-orientate the position of Chung Sing Village and draw up its new role again. 2. Space Planning:In space planning of Chung Sing Village is to dilate the participationof space usage and take notice of creating a basis of space management for future. It is important to emphasize the process of “programming” appearance. There are “short term”, “ mid-term” and “long term” period of time were suggested to be progress for the future space planning. (1) Short term:Mainly is to re-use existing space, activate local economical industries and use space activity mode pushing forward local economic. For example: Leading into the Artist Factory, Cultural Aesthetic Creative Park made by the government budget as a trial. (2) Mid-term:It is to start improving the present environment. The way is to reform the existing public unoccupied dormitory to premium regimen village. Moreover, it’s to design houses with free access of disabled by focusing on regimen and leisure. The point of mid-term construction is to leading into civil participation. (3) Long term:It is to attract the civil funding participation in the investment. Using the way to develop short term accommodation hotels or long stay retirement community. By making Chung Sing Village as a well-rounded aesthetic cultural city through positioning it as a intermediate and low density district. 3. Operating Management:”Activating” should be emphasized in the space planning, and “ Managing” is the key of idle space. By different criteria and dependings, self management should be its long term target. For future operating management of Chung Sing Village can proceed as below: (1) The right adscription of land: For future development and management, it is required to change common land to be non-public in order to perform the reuse plan. (2) Managing Organization:The existing unoccupied space situation has no longer been the using purpose. The original managing organization has also been disabled to proceeding reuse plan. Handing out this program to province government or city government from National Property Administration, Ministry of Finance can achieve the development beneficial result. (3) The support of local government and residents:Chung Sing Village belongs to the district of Nan Tou County Government.
