In order to repel the attack of globalization, the authorities started innovation and incubation policy from 1996, and established ninety-eight Incubation Centers to lift the survival rate of small and medium enterprises. Incubation Centers and stationing enterprises rely on each other because Incubation Centers need the achievement of stationing enterprises, while start up businesses also take resources from the former. Therefore, in this mutual-relying relationship, that what is the most workable assessment in proving that a start up business can operate on its own and then graduate from Incubation Centers, is the purpose of this research. This study at first constructs the frame of demonstration through investigating both domestic and foreign references, and secondly applies AHP to assessment of the achievement of the nurture of Incubation Centers for start up business. The results are arranged according to their weights as follows: engaging in manufacture of the start up business, the turnover of the start up business, the services of Incubation Centers on offering financial resources, the services of Incubation Centers on assistance with technology and information, the services of Incubation Centers on building network of business, etc. The results of this study are as follows: 1. the principle of the assessment of the fact that whether the start up businesses success or not lies in the achievements of the enterprises themselves. Since Incubation Centers resembling its parent enterprises, have a relationship of assistance with start up business, the start up business stationing in Incubation Centers would be more likely to success than the ones without aids from Incubation Centers. 2. Deciding whether the stationing enterprise can graduate or not should be based on if its target products have been in (commercial) manufacture mode, instead of how long it has been stationing in. 3. In all the services provided by Incubation Centers, assistance with obtaining financial, information, and technology resources should go first; secondly, building the network of business and providing personnel training; and the last, providing general services and administration resources. The results of this research would assist relevant organizations in mapping out how to estimate the achievements of incubation centers, and the standard of whether stationing enterprises can graduate or not. Moreover, the hastening power of the index of assessment would bring up the development of start up business in Taiwan. Managers of incubation centers may also take the results of this research into consideration, and rethink the directions and methods of operation in order to fit the needs of start up business better, then to nurture more promising small and medium enterprises and to build competitiveness of start up business.
