According to the stipulation of Labor Pension Act, employers must allot 6% of the monthly wages or salaries of the laborer as retirement pay. The implemented Act has already brought impacts on the administration management of enterprises. Meanwhile, Dispatched Work has become an atypical employment model and this trend has gradually increased. In the integration of organizational resources, enterprises pay more attention to flexibility and value. This paper focuses on dispatched work, and further explores whether Dispatched Work will be a link to the strategy of human resources of an enterprise. This research is to explore Labor Pension Act which relates to labor pension alterations, cost expenses, flexible manpower and administration and their factors to influence the desire in the application of the dispatched work in an organization. Questionnaires have been conducted to laborer insurance bureaus with at least 50 insured persons in the areas of Taichung City (County), Changhua County, and Nantou County. 750 Questionnaires issued. Among them, 255 questionnaires were collected, accounting for 34% of total. Descriptive Statistics Analysis, t-test, One-Way ANOVA Analysis, product-moment correlation Analysis, Regression Analysis, etc have been applied to conduct data analyses to verify every assumption. The findings are shown as follows: 1. In terms of influences of Labor Pension Act on cost expenses of an enterprise, the civilian enterprises are higher than the public enterprise; the larger scale of an enterprise (with more employees) is, the higher demand for flexible manpower. 2. In the application of Labor Pension Act, the demand of labor alteration, the demand of flexible manpower, and the demand of administration management have been favorably correlated to Dispatched Work in an organization. Meanwhile, the demand of cost expenses has been somewhat correlated to Dispatched Work in an organization, not showing outstanding effect. 3. In application of Labor Pension Act, the larger scale of an enterprise (with more employees) is, the higher desire for Dispatched Work. 4. Enterprises before Labor Pension Acts implemented had already used Dispatched Work are outstandingly higher than enterprises before the Labor Pension Acts implemented had not used Dispatched Work.
