The study of the research collected survey and hydrology data to investigate the related hydrological characteristics of the Che-Shyi River in central Taiwan including sediment transportation analysis to better understand the current dredging operation, flood control and gravel exploitation from the river bed.Based on the field survey data, the erosion along the up stream section of the Chi-Chi reservoir in the Che-Shyi River has reached an average depth of 0.35 meter below the river bed between 2001 and 2004. Recently, “Public Bidding Process”and “Separate Exploitation and Sale Operation” have been used by the related river agencies in Taiwan to minimize the illegal gravel exploitation from the river bed of the Che-Shyi River. The separation between the gravel exploitation and sale operation implies that the exploiters do not actually possess the gravel and a lump sum control could effectively reduce the illegal gravel exploitations from the river. At present time, it is commonly recognized that the separation operation is the most feasible and effective for providing a balance between the river dredging, floodcontrol and gravel exploitation operation for the rivers in Taiwan. The results of the study provide not only useful information for better management of the river bed gravel exploitation but also recommendations for the improvement of the future related river managements of the rivers in central Taiwan.
