Information dissemination is one of the important ways to achieve the above purpose. The dissemination of critical information can assist the driver on handling emergent events. Therefore, a rule-based data transfer protocol is proposed for on-demand information dissemination in this paper. The rules are designed according to the concept of request-forward-reply (RFR). They are used to determine the broadcasting of a request, the forwarding of received request or information, and the replying of a request actively. Two typical situations are used to demonstrate the operation of rules. One is the front view of a driver occluded by another vehicle. The other is the traffic jam. The proposed protocol is flexible since rules can be updated easily for unforeseen situations. Two simulation tools were also implemented to demonstrate the feasibility of the protocol. The simulation results show that the rule-based protocol is efficient to disseminate the critical information and thus increases the driving safety.
