To follow the energy industry Kazakhstan becomes the most watched country in the Islamic market. The economic structure of Kazakhstan, however, there is serious unbalance. Heavy industry has developed, but some human livelihoods still dependent on import, usually light industries such as the spinning industry, the food industry. Follow economic development, GDP and personal incomes are improving, but the need for foods is increasing at the same time. To result in the food industry to become one of the important economic development projects in Kazakhstan. This study found that Kazakh Government enacted food safety and hygiene regulations in 2004, the establishment of the relevant credit, and the This study found Kazakhstan government contribute towards food industry since 2004 such as constitute the food safety and hygiene regulations, establish correlative loan and labeling it as one of the encourage investment item. With the affirmative promotion by government, food industry thus display certain achievement in wheat and milk products. Second, abundant food materials with cheap price, health environment and human resource are all Kazakhstan’s advantage to develop food industry. However, there are many improvements in its equipment of company and Production Technology, depending advanced countries’ assistance. Regarding the cooperation between Taiwan and Kazakhstan, food industry is usually Taiwan’s traditional industry which owns rich experiences on both mechanical equipment and technique improvement dimensions. For this reason, bilateral cooperation will certainly create infinite potential for food industry development in Central Asia, achieving complement and reciprocity.
