Summary: | 碩士 === 清雲科技大學 === 中亞研究所 === 96 === Promoting Small and Medium Enterprises (SME) is undoubtedly the best method by which to enhance economic development for developing countries. Since 1997, Kazakhstan has promulgated the enactment of legislation to help SME as an important economic revitalization of its national development. In 2002, Kazakhstan SME are developing rapidly and becoming its Socio-economic driving force. This research is focused on the roles of SME in developing the national economy of Kazakhstan, as well as a study of globalization's impact on Kazakhstan SME.
This research found Kazakhstan SME's development constraints. First, when Kazakhstan SME Law was established, its operation process had obviously been deeply influenced by the Communist Party system of the former Soviet Union. Second, Central Asia's SME faces several obstacles and challenges, such as: the inequality in personal income and seriously uneven distribution of wealth; the States' resources are monopolized by privileged groups. In addition, SME lack awareness and knowledge in international trade and industrial markets. However, since Kazakhstan has the advantages in its vast territory and abundant resources such as the energy, agricultural and mineral, the development of Kazakhstan SME is more favorable than other countries of Central Asia.
SME are the main force of Taiwan's export, its main industries include the five major aspects: Electronic Parts and Components、Chemical Material、Machinery and Equipment Manufacturing and Repairing、Computer Communication in Video and Radio Electronic Products、Fabricated Metal Products Manufacturing etc. The advantages of Taiwan's industry in commodity production or processing and electronic information, and the conditions in having OEM, ODM and electronic information, all of which are precisely what Kazakhstan is lacking in its industry. Comparatively, Kazakhstan's agricultural and mineral resources etc. will enable Taiwan's sustainable source in the industrial sector. Thus, Kazakhstan can provide Taiwan the opportunity its SME's further development, and that the bilateral business cooperation can not only open up international markets, but also provide a solid foundation for the future. The point of this research thesis is that Taiwan SME will enter Central Asia and develop business opportunities during the current wave of globalization.
