Human Resources is becoming to be a key advantage while most of enterprises are face keen competition in today’s rapid changing international society environment. The military intend to build up a 「less quantity, high quality, plenty fight」national defense force. Recruiting high quality and long service years of manpower to enhance main fight force is the tendency of building up military. Therefore, this research sets up the talent quality evaluation criterion for military recruitment by using analytic hierarchy process (AHP) of multi-objective decision. And through divided the human source into(regular training officer)and(recruiting officer)two portion to build up evaluation mode for total human resources quality in order to correct faults of military recruitment. This research based on(military recruitment)to verify the possibility of aforesaid human quality evaluation mode. Then, to improve the organization efficiency by combining varied manpower. After interviewed with experts and designed the questionnaire for the person who participated in human resource management and recruiting. By using scientific tools check the results which conform to this research evaluation structure. It means, the human resource evaluation criterion is available to apply on talent quality evaluation mode. Through it to set up the evaluation structure then build up a less quantity with high quality model team.
