Based on the rules of budget distribution of the Ministry of Education and related literatures, a set of questionnaire was designed. There are seven parts in the questionnaire, including student structure and matriculation, curriculum, teaching and staff, education achievement, scholarly research, social service and infrastructure, with sixty variables being included. Firstly the FA (Factor Analysis) is utilized to obtain the three key factors of budget distribution in vocational colleges and universities, i.e. teaching staff level, department curriculum quality, and department output performance. The AHP (Analytic Hierarchy Process) method was then used to identify the priority and weight of each factor. After the questionnaires were collected and analyzed, the following conclusions were acquired: 1.Among the three dimensions of the budget distribution factors in technical and vocational colleges and universities, department output performance is considered the most important, followed by teaching staff level. Department curriculum quality is rated the least important of the three factors. 2.“The percentage of acquiring domestic certificates” plays the most important role in senior executives’ decisions when distributing the budget in technical and vocational colleges and universities. 3.“Practical experiences or numbers of certified teachers” is the least important of budget distribution factors in technical and vocational colleges and universities. The results of this study are expected to be important reference for budget distribution of technical and vocational colleges and universities and certain suggestions could also be proposed to these schools.
