Value Engineering provided a scientific procedure and methodology to reduce the cost and to maintain its reliability. This is incorporated with cost, performance, operation, and reliability to pursue an optimal solution. Evaluation of impact on environment has been adopted methodology used in other countries, which may not been accommodated to the domestic cases, because each case inherited a feature cannot be equivalent to other cases, even that case in a similar terrain. VE (Value Engineering) with implementing in the highway engineering is simulated to find an alternative solution.
