Evaluation of impact on environment has been adopted methodology used in other countries, which may not been accommodated to the domestic cases, because each case inherited a feature cannot be equivalent to other cases, even that case in a similar terrain. VE (Value Engineering) with implementing in the highway engineering is simulated to find an alternative solution.
