However, the competition faced by the MSSEs became harsher than ever out of joining WTO, internationalization and globalization. The MSSEs were confronted with unprecedented transitions and challenges under the structure changing of global economy. In view of this, the main purpose of this research was to develop an localized evaluation tool for MSSEs’ innovative capability, with hopes to help the MSSEs to measure their own innovative capability and as a guideline for improving planning and implementation of innovation management. In the stage of scale development, despite discussion over related literatures, this research also inquired the opinions from domestic scholars, professionals and practitioners, to conclude and select the indices for measurement. Cronbach’s ?? and Item Correlation were adopted to verify the reliability of the official scale, and test the internal consistency and stability of the scale. As for the validity, despite the content validity, Structural Equation Modeling of Amos was used on Confirmatory Factor Analysis (CFA), the model-fitness and convergent validity of the six measurement dimensions and 26 questions were verified through model competition approach. The scale through validity and reliability verification may not only serve as a effective tool for the domestic MSSEs to measure their innovative capability, but also set a basis for the future researchers or related scale construction.
