E-learning have the network access features, learners can at any time, any place engaged in learning activities. Profuse and diverse multimedia information can effectively enhance teaching quality, and improve the effectiveness and interest in learning. Almost all of tertiary institutions have built E-learning system; some schools even build two systems. Usually the school's IT strategy is cluttered. Some departments buy their own system or development system. In so many systems, maintenance, repeat business and a waste of resources is problem; integration also is a major problem. The free or commercial software learning system, if there is no professional management and maintenance; most functions do not necessarily have a good interactive effect, also not necessarily can meet the teaching subject’s requirements and fit the traditional teaching theory. In most school the funding and information a situation of limited resources. How to process the various fields of e-learning development require and enhance the effectiveness, and e-learning systems and other heterogeneous systems interaction is the schools should be the common problems encountered. Based on this, the study use the service-oriented architecture will be the standardized of application services, use the Web Services for the interface and through XML to access the information and message. By integrating existing modules and the development of new modules are combined into the learning system to further the development of e-learning systems and other heterogeneous systems integration. To avoid duplication of processes, reduce operating time, let system service more flexible and components scalable to quickly build individual learning system. This will save costs and shorten development time, also reached in the areas of teaching needs.
