In addition, due to the continuous escalation of oil , raw material cost and the staple product price, the construction cost increase consequently. Under such circumstance, the existence of domestic construction company has been threatened. They are destined to encounter more tuff operation condition. This research is to profoundly discuss the factors affected contractor’s efficiency of construction during contract performance in public works- so called the indicator of evaluation, In association with two-phases questionnaire (1st stage is 74 pieces of effective questionnaires, second stage is 61 pieces of effective questionnaires) and proceeding the testing drill by 3 representative project cases, the analyze process is adopted to establish a suitable tool to evaluate and appraise the efficiency of construction during performance stage. Through the above-mentioned process, it has established a set of performance evaluation model. Being different with the common method of evaluation only focusing on hard-ware skills items, i.e. Progress, Cost, quality , safety, environmental protection, this model is an efficient evaluation model with integrating some “ soft-ware skills” – i.e. personality and motive specialty, concept and technological specialty . By means of this model as well as several interviews and testimonies, two major frames of efficiency indicators of hard-ware skill- Engineering management part with its related ratio weight 60% , approximately 22%~53% for the other “ six-phases”, 6%~29% for “35 indicators”. Through three construction case studys, it is proved that this model is a complete and concrete evaluation model and is beneficial for construction company to compose their plan. Furthermore, as to some contractor suitable for this research, it is also practical in CPM issues, such as self-evaluation for efficiency, discovery and improvement about managing problem, so as to promote the management efficiency.
