Summary: | 碩士 === 中華大學 === 土木與工程資訊學系(所) === 96 === The production of electrical industry has been increasing steadily with 11-15% annual increasing rate since 1992. In 2008, the government policy encourages the high tech industry to expand by providing and developing new science based industrial parks all over the island.
The electrical industry normally do not employ adequate human resource for building high tech plant, which caused lack of contractor selection mechanism and managerial capability that could easily resulted in over expenditure in cost and sub standard in quality throughout the construction stage.
This study has analyzed 13 bidding cases of different bidding mechanisms in high tech plant construction projects in the past, and hoping to establish a fair mechanism in selecting appropriate contractors in order to up grade the construction quality and lower the construction cost.
This study adopted questionnaires(37) to different contractors and analyzed the responses, also SPSS software was used to analysis the contractor responses. Interviewing construction experts(9), and comparing with existing researching documents. Further questionnaires(31) were conducted for the study. The conclusion of the research was based on the assessing of two most appropriate projects in selecting contractors.
This study concluded with two phase activities in selecting contractors, first phase is the MUST phase and the second phase is WANT phase(Technological, Managerial, Briefing and Competitive), there are 6 assessing items, 14 sub item and 70 detail items in weighing the selection process. The weighing distribution on the first phase MUST is 100%, the second phase WANT is 100% (Technological 31.5%, Managerial 34%, Competitive/Briefing/Customer satisfactory 34.5%),The third questionnaires(30) puts in order the feasibility.
This study was focused on finding out the most feasible mechanism of selecting most appropriate contractors to carry out the construction projects in high tech plant industry. The assessing mechanism was established for fair competition, better performance and best choice for construction partners for the industry.
