From the beginning of National health information network in 1988, many hardware, software and network of the public health information systems were gradually developed. The windows version, reporting information system, and single-gateway system made sharing data and fast transporting data to improve efficiency of public health work possible. The exchanging data also benefits the epidemiology research to announce and control the disease from any places.
Today, under the trend of lower birth rate and the life expectancy of citizens becomes longer with a higher old dependency ratio, the scale of the long-term care is more and more expanded and complicated. So as their ability of resource management is more and more important. The Department Of Health (DOH) began to develop a long-term care information system from 2002 and are still modifying the system, This system was pkaned to give to long-term care management center and nursing house in every counties in Taiwan. However, not many long-term care management centers applied this system, In order to realize the factors that determine the acceptance of Long-term Care System, our research first interviewed those long-term care employee who used this system to construct a questionnaire and then to investigate the expectancy of non-users using the questionnaire.
Among the five dimension: system quality, information quality, service quality and innovativeness, non-users valued the variables such as system ease of use, system usefulness, and system service providers with professional knowledge as important items. Those items were consisted with the results from our interviews.
The benefit of information technology is to facilitate institutes managing large volume and complicated health data in order to continually trace and manage the health status of citizens. Information systems are still new to the public health field, therefore a system that matches user needed is needed to increase the confident level of workers in using the system to deal their daily operations, and further achieve system acceptance later
