Taiwanese public governmental system has used a large amount flexibile laborers, especially the employment service system uses a large amount of dispatched workers even more. This research uses analytic approach of documents, the investigation method of the questionnaire, and interviewing, reviewing domestic and international relevant documents and present situation. 197 of the service dispatched laborers to carry on general survey in Employment Service Centre, Yunlin-Chaiyi-Tainan Region. By interviewing 5 dispatched laborers, 5 managers, and one dispatched company commissioner, to realize the situation that dispatched workers in service centre of employment and working issue of dispatched workers. In conclusion, we find the use of dispatched laborers already breaks away from the work type of unprofessional, low technology of the past in Employment Service Centre, Yunlin-Chaiyi-Tainan Region. Work’s characteristic are women, university / junior college education, and between twenty six and fifty three as the core. People choose dispatched work most lack cautious work consider and choose more, leaning to just has this duty and they filled in. At the work, it is apt to produce the pressure because work load or the unprofessional technology. Influenced by the characteristic of dispatched work, many problems compared with formal staff. On the whole, dispatched laborers can obtain enough support from the interpersonal relationships or within the working system. However, the turnover rate of staff still high and people regard material income and working interest as the mainly considering of the future work. In order to reduce the mobility of staff, service centre of employment expect make plan from dispatched company and dispatched laborers. On one hand maintain the quality of dispatched laborers, on the other hand offer the best service quality to the people. Finally, this research provides some suggestions for the Government, dispatched agency, and dispatched laborers. Expect to improve the situation and problems while public service organization of employment using dispatched laborers.
