Under government financial burden situation, private investors participate and operate public works can help to release government financial burden and bring more efficiency and superior management and technique, by combining the government public construction right and private investors’ fund, technology, so as to shorten the public construction duration and resulted in the economic growth of Taiwan. This BOT study using the student dormitory of National Yang Ming University as the example, by conducting a proper planning of the cash flow and using financial model to examine the sensitivity analysis, to evaluate the feasibility of the financial plan. This study was also conducted from the private sectors’ point of view, by analyzing all the possible burden/cost and the risk assessment under all the scenarios, so as to use as a reference for the future similar BOT investment.
