There is not a general method to solve all the decision questions. Modeling and simulation is a good method using mathematical models to represent military operation procedures, and then all kinds of methods of optimization theory can be applied to military decision-making. Computer simulation is one of the primary ways to help participants who joined a simulated military operation take practice of military exercise. Military simulation systems are mainly used to train participants to acquaint the correct military operation procedures. However, the tools to help making decisions in the military simulation systems are deficient. This condition causes two drawbacks: first, there are no proper suggestions to help the participants to make right tactic decisions. Second, the data generated during the simulation is not fully utilized. In the research, we offer“a integrating structure of simulation systems with intelligent decision-making”to connect military simulation systems with decision support systems. There are three levels: User, XML, HLA, and four subsystems: a scenario generation subsystem, a parameter replacement subsystem, a decision support subsystem, an outcome report subsystem in the structure. In the military simulation period, the decision questions are to be solved by using“packages of intelligent decision-making”which were implemented by us. Optimization theory and artificial intelligence methods are used to make the packages in our integrating structure. Also, the packages may be added characteristics, ideas, experience. In order to verify our integrating structure, two military scenarios have been written by us. According to properties of the decision questions, the packages which could be implemented by us help the anticipants make right decisions during the simulation. As a result, we are able to dispose of the difficulties in military simulation systems. Not only our integrating structure can improve military simulation systems, but also there is a new way to help developers to advance computer simulation.
