The key factor of successful weapon system development is depended on the maturity of critical technologies. Therefore, it is important to establish a framework for technology readiness assessment (TRA) of weapon system development to reduce the risk associated with the acquisition processes. The Department of Defense (DoD), USA, has adapted technology readiness level (TRL) as a criterion to estimate critical technologies; and developed a TRA model to reduce the acquisition risk for major weapon system development. TRL is a comparative analysis technique to assess the maturity of critical technologies of weapon system development. TRL confirms the maturity by methods of subjective description. It is very difficult to obtain objective and consistent assessment. Furthermore, TRL only provides the view point of one-dimensional technological maturity and status of the technological risk, presenting program managers whether the developed technology reach the maturity standards and thresholds. TRL is unable to quantifiably explain the risk of technological status. Currently, the TRA of weapon systems of the ROC Armed forces is adapted from the DoD TRA model to assess the maturity of critical technologies. In practice, the ROC TRA model checks the maturity of technology by description methods. In this way, the result of assessment will over estimate of the technological maturity. Therefore, based on the literature review and the technology performance risk index (TPRI), this research successfully improves TRA by combining the TRL indicators, the achievement rates and degrees of difficulties, to derive the quantitative technology readiness risk index (TRRI) and risk indicator diagram. The quantitative TRRI and risk indicator diagram have improved the shortcoming of the TRL calculator that can only present the different maturity levels by different colors. This TRRI assessment method has improved the one-dimensional DoD TRA to a two-dimensional method.
