As an effort of unifying government resources and transforming to e-Services in all level of government agencies, the government’s executive branch began to implement “e-Government Proposal” which offering web services as the basic framework Server Oriented Architecture (SOA). as the base service model for all level of agencies in e-Government. The objective of this article is to exercise process theory to discuss the process of reaching SOA e-Government, and to utilize scenario simulation method to discuss how government agencies adapted to this new unify services. After the discussion through varies documentation and articles, and analysis of choosing appropriate process theory for Company Registration and Administration Information System, the results can be divided into four perspectives, they are infra-construction, functional, information perspective and work perspective. After our thorough analysis, we discovered that SOA offered the following advantages in this particular case: 1. Improved efficiency by using client/server computing. 2. High expendability by adopting open source projects. 3. Layered design to strengthen security of data. 4. Centralized hardware management to ensure high reliability of the services. 5. Resources sharing to reduce waste of resources. 6. Standardize the production flow. 7. Easy system maintenance. 8. Better cooperation with centralized decision. 9. Offering more diversify services. 10. Volunteered services to improve the flow the information. In the process of reaching SOA e-Government, we have discovered following key points: 1. Communicating and negotiating to unify process flow. 2. Developing and managing team work. 3. CIO authorization. 4. Managing yearly budget. 5. Developing system and online regulation.
