The purpose of this paper is to improve the contrast of the image and clear the whole image when detecting moving objects under insufficient light environment. Change detection system uses the characteristic of image moment to overcome the variation of light. Thus the system is immune to the light variation. Contrast enhancement employs the concept of gray-level grouping to redistribute the histogram components uniformly over the grayscale.
