The instruments for this study include the Pupil Control Ideology form, and the demographic questionnaire for tutor of junior high school. All data compile statistics including descriptive statistics, t-test, one-way ANOVA, Sheffe'' method for post hoc multiple comparison, Pearson’s product-moment correlation, and multiple regression analysis. The results in this study demonstrated that: 1.The balance of tutor human resources in Yunlin County failed, and the proportion of small-scale schools in Yunlin County is too high. 2. Pupil control ideology of junior high school tutors biased for humanistic prototype. 3. There are relatively obvious differences for tutor pupil control ideology from the differences demographic characteristics. 4.There are relatively obvious differences for learning achievement of junior high school students from the differences of demographic characteristics. 5. There are obvious「feeble」negative relationship between the tutor pupil control ideology and learning achievement of junior high school students. 6.The demographic characteristics and the tutor pupil control ideology predominate weakly learning achievement of junior high school students.
