Other crucial challenges also come from reducing demands of manpower with low-level job skills and the decreasing newborn population in Taiwan. Vocational school principals play the core persons in school administration. Their administrative philosophy and strategies dominantly affect school quality and students’ achievement. This research was conducted to identify administrative philosophy and strategies of Vocational high School principals in order to further understand how school could reach better education quality. This research was conducted through qualitative research methods, employing interview, document analysis, and on-the-spot observation. Five vocational high school principals were selected as a research sample from public/private vocational high schools in Yunlin County. First, the vocational school principal diligently creates the humanist education environment and carries out the teaching strategy mainly considered on students. Second, the principal sufficiently displays principal''s responsibilities and the functions in order to assist the administrative unit to have a mutual recognition regarding the school education goal. However the principal should take “the transforming leadership” skill to adapt the democracy society. Third, the principal carries on the manpower adjustment when the school departments are adjusted. To reform the organization while teachers retire carries out the school affairs innovation. Fourth, the principal sufficiently show his personal characteristic in the school management to establish the excellent school culture. Even more, the principal should develop the school to be a learning organization. Based on the aforementioned conclusions, this research finally preposes the several suggestions,for prinscipals to lead high school developnet in current society.
