For paper quality improvement and cost control, chemical suppliers must research more effective performance or technics to meet the requirement from the paper mill. Hope to find the direction which can improve the competition ability in the rapidly changing market. To make the development of Taiwan Paper Making industry more healthy and completed, this research delves into the market trade of paper making market, the state of play of special chemical industry, the ecological environment and future management strategy, employing the method of strategy type analysis and six dimensions of business-level strategy by Ph.D. Si-Tu. This research uses exploratory case study to observe the development and evolution of paper making industry in Taiwan and takes four paper companies as case study objects to interpret the values chain activities and management strategy of paper making industry and infer the future management model; and furthermore, to deduce some related proposition as the conclusion. According to the comparison analysis of case study, there are some findings in this research as follows: Finding1: Macroeconomics environment have great impact on paper making industry. Finding2: The resource condition of an organization will affect its management strategy and direction. Finding3: Material, market, and HR cost are the factors of management selection strategy. Finding4: Flexible strategy is the key point to increase market competition ability. Finding5: The strategy of paper making plays an important role to special chemicals industry. The following are the suggestions to Special Chemicals industry : 1. Peers should focus on target market by market differentiation. 2. Increasing integration with paper making industry. 3. Develop new application products. The following are the suggestions to Paper Making industry : 1. Peers should focus on target product of niche market instead of cutting-price competition. 2.
