And the on job training is the only way to exalt it and the competitiveness of our organization. But resources of on job training is limited, so we extraordinarily need a systemic assessment process to find out the important competency which the employees need to have when they do the activities in their organization to provide the clear goal of on job training in the organization and ensure the inputting training resource is useful. In the competitive environments, the fleshware and performance of the superintendents are deciding the result of the organization. The superintendents are the key points of the human source. So this research will use the superintendents in this manufacturing company as the examples and use the concepts of Functional Approach and Competency Model to understand the main activities of the each level of superintendents by job analysis the questionnaire. And then to come up with the management competency developing plans which adapt to the need of the organization. We’ll also combine the promoting system in this case to provide the points of competency development in each stage during the promoting course. Let the calculations after discussion will not be a direction of managing competency development but also a basis to consider each promotion of employees. The result of this research shows the training directions are organization ability and planning in top level of superintendents, the organization ability with supervising ability are also important to middle lever of superintendents and the base level of superintendents need to have the abilities of analysis, organization plan, leadership, control and oral communication. Overall, the leadership is extraordinarily important, after the questionnaire and through the statistical analysis, we can find the most important point of training direction is supervision and control. And the organization ability and leadership are the most important point of the middle and basic level of superintendents. To compare with the other researches, we can confirm that the training directions of each level of superintendents are not the same. So each company needs it’s own training plan, they are different.
