In this study, the data were collected from all directors, administrative staffs and teachers, who participate in the new immigrants’ basic education of elementary school in Taoyuan County .The “Taoyuan County New Immigrants’ Basic Education Survey Questionnaire,” was utilized for gaining data. A number of 194 subjects were surveyed. Statistical methods, including average, percentage, t test, and one-way ANOVA were taken for data processing and analyzing. This study draws several important conclusions as follows: I.The situation of the new immigrants’ basic education of elementary school in Taoyuan County 1. The educational expert or scholar participating in preparing the new immigrants’ basic education is not enough. The priority task is the preparation of teachers. The elder and former students take part in the recruiting tasks. In general, attending class is held between Monday and Friday evening. 2. Textbooks are approved by the Taoyuan County and designed especially for improving basic literacy. Teaching subjects are focused on daily conversations; and the teachers had the predomination for examining the materials. However, few experts participated in curriculum design. 3. In teaching activities, most classes have no formal learning assessment. According to different objectives, most teachers adopt different teaching strategies. Students are mostly interested in improving their literacy; nevertheless, remedial instructions are centered on having high achievement students to help others. 4. Teachers are currently employed in the public elementary schools and work as part-time status; and they worked as teachers of the new immigrants for various reasons. However, teachers seldom attended the professional development programs, and most desirable learning programs for teachers are multi-culture and students’ literacy improvement. 5. The degree of competency is the main distinction among the students; and the motivations to students’ learning looked at improving their reading, writing and speaking skills. In addition, the new class information is obtained from the former students. Furthermore, the most common problem of the students’ learning is to face drop-out and transportation. II. The difficulty of the new immigrants’ basic education of elementary school in Taoyuan County 1. On the view of administrative support, for reinforcing the student learning inclination, most of schools hope that the government should enact related laws so as to match the condition of naturalization of the new immigrants. 2. For not being connected multi-cultural idea, the teaching materials become the most difficult factor in the new immigrants’ basic education. 3. Having limited time, the schools couldn’t make remedial teaching. And the differences, among the students’ learning level, influenced the learning activities. 4. Due to the job, the student decreased the learning desire; moreover, the school without the arrangement of childcare would have influenced the learning desire. 5. For the teachers of the new immigrants’ basic education, there are not enough promotional ways or channels. III. The difference in the implementing difficulty for the different background schools in the immigrants’ basic education 1. On the whole, there is difference in the immigrants’ basic educational difficulty for schools with different locations and implementing experiences; however, there is no difference for different school size. 2. As for the teaching materials and activities dimension, schools with different locations caused difference in the new immigrants’ basic education; while in the administrative support dimension, the implementation experiences caused no difference. According to the conclusions, this study hopefully provides some suggestions for the related authorities, elementary schools’ staff. Besides, it offers suggestions for further study.
