By through the analysis of documents, we could discover the intention and development of the higher education, the merging theory and related research of higher education together with the contain of merging policy and the competition index of national university in Taiwan. Taking the example of Chiayi University, we can probe into the difference of the school administration development situation and the problems faced by the school after the merging. Furthermore, a survey for the opinions from the teachers of Chiayi University regarded to the effect of the competition promoting and the view points of the Ministry of Education to the purpose of merging policy will be helpful for the analysis. Finally, according to the research result and analysis comes out some conclusions and suggestion. All could be reference for the administrator at educational department to their future plan about the merging policy and the school development when they consider the merging stratagem. The conclusions of this research are as follows, 1. The Ministry of Education takes “Up stance from bottom” and “Top down leadership” together to proceed the policy. This will not only be respected to the universities’ self-control but also emphasized that government has the intention to involve the plan and play a positive assistant role. To reach the target of “promoting the education quality and positive effect of running a school”, “forwarding the higher-education competition” and “regulating the resource of higher education”. 2. Promoting the rules of merging university to a law level. This will be benefited to those take action and execute on national university merging policy in the Ministry of Education. 3. All in all, the example of merging of Chiayi University has reached the invisible effect of improvement to her competition in many fields. Such as “the school reputation” improvement and “the consensus” increasing from the teachers. Some vivid effect such as “internationalization level” was also improved a lot. Especially the “fame of the school” worked most. The “administration support” seemed to have a large room to improve. 4. The districts of Chiayi University spared out to too many places caused the negative effect of difficulty about resource integration and economic self-support. 5. To view the effect of the merging of Chaiyi university especially high light on the promoting competition of university, we can evaluate it still reach the most or the majority targets. 6. Three purposes of the national university merging policy in Taiwan and nine targets of Chaiyi University after merging and reaching the promoting school’s competition are both highly linking to the “teaching” topic. 7. To a summary, driving the merging policy of national university in Taiwan has not reached the effect yet about “promoting the education quality and positive effect of running a school”, “forwarding the higher-education competition” and “regulating the resource of higher education”. 王保進 2007 學位論文 ; thesis 301 zh-TW |
