Semi-automatic production and big-scaled mechanization result in rapidly rising of industry. However, by greatly consuming huge amount of natural resource and producing enormous waste, that results in serious environmental pollution. Recently, instead of centering on passively end-pipe, the newly developed environmental management is aided to actively control all possible pollution sources. For example, governments and industries are working on toxic-reduction, waste-reduction, and developing the Green Industry. As resource recycling becomes the focal point of various environmental protection policies, recycling all potential resource is now clearly become the most important tendency internationally. By running recycling industry well, not only increases the usage of recycling and higher the value of waste, but also creates real economic benefits. The most important part of the expansion of human economy is not visible capital and techniques, but using recourse efficiently and decreasing environmental pollution. This paper discusses the presenting conditions of recycling industries in Taiwan. The author uses the Diamond-model to analysis both internal and external environmental factors, that may influence the outcome of recycling. Organized summaries and conclusions may assist governments and industries to be improved in the near future.
