In the process of PBL, the students should find out the problem, decide their research topic, propose research method, solve their encountered problem, record their profile and present their works. PBL can help the learners to develop the problem-solving ability. Nevertheless, few researches pay attention to the effect on promoting the learners’ problem-solving ability. When integrating PBL into their teaching, the teachers often face many instructional dilemmas such as the learners’ bad time-management and over-workload on the teachers. In order to improve the problem of PBL and investigate the PBL effect on the students’ problem-solving ability, this study developed a web-based PBL management system. This system can help the teachers manage their instruction, monitor their students’ learning status and offer the aid for their students at the suitable time. We take 230 Taipei pupils as research sample to adopt this “project-based learning management system” to apply on science classes for ten weeks. We expect students to manage their projects and do commenting, self-evaluation and cross-evaluation on line. With this system, students can not only have online discussion through SOAP MSN, but also use public forum to discuss with students in other classes. Each cooperative learning group owns their private forums. This system is developed to help students access the objectives of learning, and the resolution to problems by the assistance of efficient discussion. Also, we put in “pretest-posttest of the problem solving questionnaire through the on-line problem”, “Thinking Style Inventory”, “Kolb Learning Style Inventory”, “Felder-Silverman Learning Style Inventory”, “Teamwork Learning quiz”, and “user’s comment of system questionnaire ”to collect data, and then calculate by SPSS statistic software to produce research outcome. We discovered: (1) The design of “project-based learning management system” is fit to the design of project-based learning. (2) Part of the problem-solving ability of the Underachievers is improved significantly. (3) No significant difference is found between different thinking style and network behavior. (4) No significant difference is found between different Kolb Learning Style Inventory and network behavior. (5) No significant difference is found between different Felder-Silverman Learning Style Inventory and network behavior. (6) Pupils are affected by inside or outside factors, and in turn delay the research. In addition, in this research, we provide a direction of designing a better “project-based learning management system”, also noticeable items during applying “project-based learning management system”, and suggestions for further research.
