A Study of Reading Environment Construction by Satellite- School Organizations among Elementary Schools in Taipei County
Now we are in the age of knowledge economy and face to the trend of globalization. Education organizations have challenge to promoting education competitiveness.In order to elevating quality of education and chase after prominences, educational circles introduce concepts of business administration and study feasibility of this strategy. A new concept, reading environment construction by satellite- school organizations among elementary schools, is applied to increase efficiency of resource operation and facilitate the plans more organized. In our study, we focused not only on the efficacy of education plans but also on the propriety and equitableness of resource of education distribution while seeking to increase efficiency of resource operation.
Our study used two research methods, qualification and quantification. In the qualification method, we interviewed the educational administrative directors and teachers in three Centre-Schools. In quantification research, we collected 300 effective questionnaires from fifth grade students in three Centre-Schools. The results of questionnaires were computerized by statistic methods, such as frequency distribution and percent frequency distribution. The content of the interviews were transcribed word by word and generalized to small units by the method of adopting the same and the different. The organized results of interviews and data of questionnaires are complementary.
There are five chapters in this thesis. First chapter is introduction which described the proposes, research methods, procedures, studying range and limitation, research design and application,terminology and expected research contribution
Second chapter is reference studying. The alien references discussed mainly on Reading Recovery Programs which has been introduced for lots of years in English countries. The domestic references discussed the policy in business and the academic research about satellite schools in education.
Third chapter is to describe the background of children reading promotion plan among elementary schools in Taipei county and actual status of this project. We also described some main projects which followed the plan of promotion of reading activity among national children.
Forth chapter is analysis and discussion of survey result about reading project. We collected, organized and analyzed all the materials, including relating references, interview records of school administrator and teachers, questionnaires results of students and some personal opinions.
Fifth Chapter discussed the efficacy of reading environment construction by satellite school among Taipei county school. We made the study conclusions and provided recommendations. There are six conclusions of our study described below. (1) It is very successful to construct the reading environment in Centre-School. (2) Students have lower motives to participate the reading promotion activity. (3) It is far and wide to implement reading activities in classes. (4) The effects of promotion could be strengthened in satellite schools. (5) To increase short-term training to promote abilities of teachers and volunteers. (6) It has initial effects of combing communities and out-schools resources in promotion of reading.
Finally, according to our main findings and conclusions, we provided some suggestions: (1) The rule of thumb and indicator that can evaluate reading abilities of elementary students should be constructed. (2) The reading efficacy of students should be traced for long period. (3) Appraisement for fine reading teachers and promotional policies should be built. (4) The Central-Schools and Satellite Schools should be assessed periodically. (5) It should push the numbers of Central-School to increase the reading efficacy. (6) Teachers should put more attention on students fall behind to increase reading efficacy. (7) Reading plans should be considered seriously for long-term formulation.
