Furthermore, the researcher attempted to discuss whether the principals’ change leadership behavior and school’s effectiveness were affected by the principals’ backgrounds and school environment variables. In the end, this study tried to verify these factors for prediction. Methods adopted in this research were conducted through questionnaires, which are questionnaire of principal’s change leadership designed by the researcher and that of school’s effectiveness designed by Liang Jing Ru . These questionnaires are distributed to 564 elementary school teachers holding administrative work as a second job, teachers in charge of a grade or class, and teachers in charge of a specific subject in Taipei City, with 391 valid copies. The researcher analyzed the survey data by SPSS 10.0 for Windows such as descriptive statistics, t-test, multiple ANOVA, one-way ANOVA analysis of variance and scheff′e, Pearson product-moment correlation, stepwise multiple regression analysis. The following were the primary conclusions for the research: 1.The current condition of elementary school principals’ change leadership behavior in Taipei City belonged to the ”degree of excellence“. 2.The current condition of elementary school's effectiveness in Taipei City belonged to the ”degree of excellence“. 3.There were no significant differences in principals’ gender, age, seniority, school size, establishment date of the general and degree performance of principals’ change leadership behavior in Taipei City. 4.There were no significant differences in principals’ gender, age, seniority, school size, establishment date of the general and degree performance of school’s effectiveness in Taipei City. 5.With regard to school administrative effectiveness, male principals of elementary schools in Taipei City perform better than female ones. 6.With regard to performance of students’ achievement, elementary schools with more than 49 classes in Taipei City are higher than those with less 24 classes. 7.There was high positive correlation between principals’ change leadership behavior and school’s effectiveness for elementary schools in Taipei City. 8.The principals’ change leadership behavior was a proper indicator in predicting school’s effectiveness for elementary schools in Taipei City. This research provided concrete suggestions for the references to the educational administrative institution, educational authorities, principals of elementary school and teachers, and future researches.
