However, users usually do not start to operate at the construction and test stage after applying electricity power. Besides, the loading of air condition unit has large variation due to the environment factors. Therefore, it’s unfair and controversial if we calculate electricity consumption and hours by the requested capacity of the contract . The study aims to simulate the actual calculation loss based on the case studies. The study use DOE-2, a scientific and impartial software, to calculate overall electricity load. The dynamic hourly simulation considers the measurement and testing rules of the program D of the IPMVP energy-saving effect, the expansion of operating and air conditioning equipments, and annual weather data to calculate electricity consumption. The result can be the reference for Taipower and Users. The result of simulation compared to the calculation of Taipower, the 41.3% reduction of electricity fee by the consecutive two months measurements compared to the Taipower calculation. Besides, the 39.5% reduction compared to the calculation of Taipower seasonal electricity consumption. If some issues on the electricity consumption by the Taipower calculation, users could authorize the professionals to simulate the conditions of electricity consumption by the DOE-2 software. The results of the analysis could be the reasonable reference for protecting the standpoints of both parties to supplement the deficiency of regulations and reduce the disputes that were arose from the miscalculation.
