Military Education Program. Military Education Instructor Defense by all the people is the core of our present national defense policy .In order to realize its rational concept; the Legislative Yuan promulgate “Defense by all the People Education Act” in Feb. 2005. According to Article 7 of the Act, college and universities should push the military education program and arrange curriculum to implement military education activities in every way. The study uses the method of documentation analysis from defense by all the people and student military education program to the history and era trend step by step to further understand how other countries in the world perform their defense by all the people and what we are going to do, the theory and the action . The important conclusions of the study are as follows: 1. The scope of defense by all the people are “defense by all the people” , “military defense”, “civilian defense” and “psychological defense” which is so called student military education program and is the core. 2. The core mission of defense by all the people is student military education program, and that program uses psychological defense as the core and mobilizing youth students serving in military. 3. The concept of organizing and mobilizing youth students is implement the concept of war and peace the courses object are based on their residence and to build confidence in “love our country and land” and “Defense our family and property”. 4. To use the training of youth students knowledge and skill in performing military services as the axle of school education courses and use the organization of mobilizing youth students serving in military as basic structure to use military education program to enhance their professionalism . 5. To use the organization of mobilizing youth students serving in military to realize student manpower mobilization. To our recent national strategy, it is “effective deterrent” and “defend firmly” and defense by all the people is the most economical deterrent power.
